Registering a Yacht Under the Indonesian Flag

An Indonesian-registered yacht carries one of three papers: the Grosse Akta (the notarised ownership deed), the Pas Besar (nationality certificate for larger vessels) or the Pas Kecil (for small craft below the tonnage cutoff). Registration runs through the harbourmaster and the Directorate General of Sea Transportation; reflagging a foreign yacht adds customs settlement and deletion of the prior registry first.

Answer first: which paper your boat needs — Grosse Akta, Pas Besar or Pas Kecil

The Grosse Akta Kapal is the title-equivalent deed of a registered Indonesian vessel — the document a notary amends when ownership transfers, and the first thing verified on every mandate at the national brokerage desk. The Pas Besar is the nationality certificate carried by larger sea-going vessels, recording name, tonnage, ownership and port of registry. The Pas Kecil is the simplified certificate for small craft below the gross-tonnage cutoff (commonly cited around 7 GT), typical for tenders, small speedboats and harbour craft. Which combination a yacht needs follows from its measured tonnage — which is why tonnage measurement sits inside the registration process itself.

Registration steps with the harbourmaster / DJPL

Ownership proof & deletion certificate

The applicant proves ownership: bill of sale or builder’s certificate, identity or company documents, tax ID — and, for a vessel coming off another registry, the deletion certificate showing the previous flag is closed. A yacht cannot lawfully sit on two registries; the deletion certificate is the document that proves it does not.

Tonnage measurement & survey

An authorised surveyor measures the vessel and determines gross tonnage, which sets the paper class (Pas Besar vs Pas Kecil) and the fee schedule. Where a condition survey already exists from the purchase — see pre-purchase survey — the measurement work is coordinated alongside it rather than duplicated.

Application, issuance and vessel markings

The application is lodged with the harbourmaster / Directorate of Shipping (including the online portal route), documents are verified, and the registry issues the Grosse Akta and Pas together with the vessel’s official markings — name, port of registry, and call sign where applicable. The vessel is then an Indonesian-flagged ship in law, not merely a boat parked in Indonesian water.

Reflagging a foreign yacht to Indonesian flag

Customs settlement comes first

Ganti bendera kapal ke bendera Indonesia selalu melewati bea cukai lebih dulu: a foreign-flagged yacht cannot enter the Indonesian registry until its import status is settled — permanent import with duty, PPN and PPnBM assessed, or a documented exemption pathway. The cost layers and the tourism-business exemption are worked through in the import duty and tax guide; attempting registration before customs settlement is the classic sequencing error that stalls reflagging for months.

Closing the prior registry

In parallel, the prior flag state issues its deletion certificate. Timing matters: the gap between deletion abroad and issuance in Indonesia should be planned so the vessel is never uninsurable or paperless mid-passage. The desk coordinates the sequence with the notary, the customs broker and the registry so the windows line up.

Government fees (IDR, factual) vs agent handling fee (USD)

Two cost columns, never blended. Government fees — measurement, registration, deed and certificate issuance — are statutory amounts payable in IDR and quoted factually as such. Coordination and handling — document preparation, sequencing, notary and registry liaison — is the desk’s service line, quoted in USD in writing before work starts. Any agent who quotes one blurred number for both is charging you a margin on a government tariff; the full fee architecture is published on fees and commission.

Why flag state matters at resale (Indonesian-flag premium for domestic use)

For a vessel intended to work or stay in Indonesia, Indonesian flag is worth real money at resale. A domestic buyer purchasing an Indonesian-flagged, duty-settled hull inherits a clean registry position; the same hull on a foreign flag hands the buyer the entire customs and reflagging burden — and buyers price that burden hard, as visible across the national listing board. Foreign owners weighing flag options against usage — private cruising versus Indonesian operations — should read foreign ownership and cabotage before choosing a structure, because the flag decision and the ownership structure decide each other.

Coordination service scope (honest framing)

The desk coordinates registration and reflagging: document assembly, sequencing, surveyor and notary liaison, registry follow-through. The authorities issue the papers — the harbourmaster and DJPL, not any agent, sign a Grosse Akta. Regulations and fee schedules change; specifics are confirmed against current rules for each transaction, and where a case needs a licensed customs broker or maritime counsel, we say so and bring one in rather than improvising.

Frequently asked questions

Apa keuntungan registrasi kapal bendera indonesia?

Apa kekurangan registrasi kapal bendera indonesia?

What is the difference between Grosse Akta, Pas Besar and Pas Kecil?

The Grosse Akta is the notarised ownership deed — the title. The Pas Besar is the nationality certificate for larger vessels; the Pas Kecil serves small craft below the tonnage cutoff. A larger registered yacht carries the Grosse Akta plus its Pas; verification means checking them together against the owner’s identity.

Can a yacht be sold while its flag change is still in progress?

It can, but the sale contract must state precisely who completes which step and when funds release against them — which is exactly what milestone-based escrow is for. Buyers should never pay out fully against a registration that has not been issued.
